IMPACT OF THE CERREJON MINE EXPANSION ON THE COMMUNITIES IN THE MINING AREA

During the week of October 30 to November 3, 2006, a delegation of the National Union of Coal Workers (Sintracarbón) made up of José Arias, Freddy Lozano, and Jairo Quiroz, worked together with several international NGOs and the Wayuu indigenous rights organization Yanama to investigate the living conditions and health conditions in the communities in the area of the Cerrejón mine.

The delegation met with the communities of Patilla, Roche, Chancleta, Tamaquito II, Albania, and Los Remedios, as well as the indigenous reservation of Provincial and the displaced population of Tabaco. It carried out health clinics, conducted a public health survey, and listened to testimonies and life stories in all of these communities.

These communities are being systematically besieged by the Cerrejón company. The company begins by buying up the productive lands in the region surrounding the communities, encircling each community and destroying inhabitants' sources of work. These communities have historically relied on agriculture and herding (cattle and goats). Another phenomenon we observed everywhere was that the rivers in the region have also been swallowed up by the company's land acquisitions. Now the communities' residents have also lost the ability to fish. Because the rivers have become part of the company's private property, residents who have tried to fish there have been harassed by the company's private security forces and by the army. Some have been arrested and jailed. The goal of these policies is to eliminate all sources of employment and the only means that the communities have of supporting themselves. If the UN had created such a category, we might say that these communities are reduced to the conditions of the "living dead": they do not have the minimal conditions necessary for survival. They are suffering from constant attacks and violations of their human rights by the Cerrejón company.

Another of the company's macabre tactics has been to cut off the communities' electricity periodically. This is just another element in the systematic process of annihilation of the communities, to create despair so that they will negotiate from a position of weakness, desperation, and hopelessness, and agree individually to the company's terms.

Each of these communities has been reduced to a zone of misery. We invite all of the leaders and members of the union to consider this issue. The activities of these multinational companies carry a very high cost for the communities, which are uprooted from their lands and livelihoods under inhuman conditions.

We also saw evidence of many cases of respiratory diseases, skin infections, mental health problems, arthritis, and other illnesses.

It the Cerrejón company has a social responsibility towards these communities, Sintracarbón also has a moral and political responsibility to accompany the communities that are being affected by the expansion of mining. We invite the entire plenary of our union to join with the struggle of these communities for better conditions and quality of life. We invite our union members to take on the communities' problems as our own problems, in the defense of the people of the Guajira.

As a union committed to the struggle of these communities, we have established the short-term goal of working to help unify the affected communities, to participate in their meetings, to take a stand with the local and national authorities regarding the absence of public services in the communities, to begin a dialogue with the company about the reality we are now aware of, and to take a public stand locally, nationally, and internationally about the situation of the communities affected by the Cerrejón mine and its expansion.

IMPACTO DE LA EXPANSIÓN MINERA DEL CERREJON EN LAS COMUNIDADES ALEDAÑAS AL COMPLEJO

Durante la semana del treinta (30) de octubre al tres (3) de noviembre del presente año una comisión del sindicato nacional de los trabajadores del carbón integrada por los directivos José Arias, Freddy Lozano y Jairo Quiroz, estuvo trabajando conjuntamente con algunas ONG internacionales, y la organización Yanama, con el propósito de realizar unas jornadas de verificación de sus actuales condiciones de vida, como también, adelantar unos estudios investigativos en el área de la salud, a través de jornadas médicas.

Esta delegación en su conjunto hizo presencia en las poblaciones de Patilla, Roche, Chancleta, Tabaquito dos, Albania, Los Remedios, El resguardo indígena Provincial y la población desplazada de Tabaco, realizando la atención médica y escuchando las historias de vida y testimonio de todas estas comunidades.

Existe actualmente un hostigamiento sistemático por parte del Cerrejón Llc en cada una de estas comunidades, que consiste en la compra inicial de las tierras productivas de cada región, en las zonas aledañas a ellas, ocasionando con ello un encerramiento a cada población, y acabando con las fuentes de trabajo de estas poblaciones que históricamente han vivido de la agricultura y la ganadería, otra condición generalizada que se observa en las compras de estas tierras productivas incluyen a los diferentes ríos de la región, que por el solo hecho de quedar ubicados dentro de los predios adquiridos y propiedad privada de la compañía, se les impide a los habitantes de las poblaciones continuar viviendo de la pesca, como lo hacían anteriormente, algunos habitantes se has atrevido a pescar en estos ríos son hostigados por parte de la vigilancia privada y del ejercito, algunos han sido apresados y encarcelados por algunas horas, todo esto se realiza con el objetivo de acabar con las fuentes de empleo y la única forma que tienen estas poblaciones de autoabastecerse. Si la ONU tiene establecido podría darse que están muertas en vida, ya que no tienen las condiciones mínimas necesarias para subsistir padeciendo un atropello constante y violación de los derechos humanos por parte de la empresa Cerrejón Llc.

Otra táctica que forma parte de esta estrategia macabra, es la de quitar la energía por varios días, es todo un proceso sistemático de aniquilamiento a la comunidad, para desesperarlos y tengan y que tengan que negociar en unas condiciones de debilitamiento, desesperados, desesperanzados y de forma individual.

Lo que se encuentra en cada una de estas comunidades son cordones de miseria, e invitamos a todos los directivos y compañeros de base a que reflexionemos sobre esta problemática, ya que las utilidades de estas compañías multinacionales tiene un costo muy elevado para la comunidad, la cual es desarraigada de su tierra en condiciones infrahumanas.

También se evidencias muchos casos de problemas respiratorios, infecciones en la piel, enfermedades de salud mental, artritis y otros.

Si la empresa Cerrejón Llc tiene una responsabilidad social con estas Comunidades, Sintracarbón tiene una responsabilidad moral y política en el acompañamiento a esta lucha, de las comunidades guajiras impactadas por la expansión minera, invitamos desde ya a todo el pleno de Sintracrabón a sumarse a la lucha de estas comunidades por unas condiciones y calidad de vida mejores, y entender su problemática como nuestra problemática, en la defensa del pueblo guajiro.

Como organización sindical comprometida con esta lucha de las comunidades, nos hemos trazado como meta a corto plazo, unificar a todas las poblaciones afectadas, participar en sus reuniones, gestionar ante las autoridades locales y nacionales por la usencia de estado que allí existe, plantear esta discusión con la compañía en base a la realidad que a partir de ahora ya conocemos y denunciar a nivel local, nacional e internacional la problemática de las poblaciones afectadas con el plan de expansión minero del Cerrejón Llc.
