We, the agromining communities of Sur de Bolívar, want to bring national and international attention and public opinion to the reasons why we have been forcibly displaced into the municipal seat of Santa Rosa:
Our communities have worked and lived in the region, living off of mining and agriculture for many generations. For ten years now, multinational mining companies have been trying to usurp our terrribory, over the years developing a strategy of assasinations, terror, plunder, etc., supported by the Colombian State and paramilitary groups.
This strategy is one of many for the total militarization of the region, generating distrust between residents, violating human rights and international humanitarian law in their desire to displace thos of us who legitimately live in the area, in order to leave these territories in the hands of multinationals.
The past Tuesday September 19, members of the Air Defense Battallion "Nueva Granada" headed by Colonal Romero cruelly assasinated our agromining leader, ALEJANDRO URIBE, making him appear as a member of armed opposition groups, in their desire to provide a "positive result" in their policy of "democratic security."
Throughout the entire region, community members report the same abusive behaviour of troops: arbitrary arrests, searches and pillage, threats, burning of houses, extrajuridical executions, participation in the operations of paramilitary and ex-guerrilla groups, who are attributed with the role of stigmatizing and terrorizing community members.
We know that the personnel of the Air Defense Battallion of Nueva Granada participated in this crime, stealing documents of the Agromining Federation of the South of Bolívar, and member associations to whom they belong, including Alejandro Uribe, where he appears in relation to the names of other members. This situation raises serious worries about the rights of life, safety and liberty of those who are mentioned in these documents.
At the roots of this situation, the mining communities have gathered en masse in the town of San Luquitas to collectively seek answers and a solution to this serious situation. On September 22, we decided to gather in the municipal seat of the town of Santa Rosa del Sur because of the persistant violations of human rights in the region, and the risks to life, security and liberty of those of us living here.
Today on September 25, the situation in Santa Rosa is as follows:
-There are approximately 1,300 miner residents concentrated in the city center.
-The communities gathered in Santa Rosa, as well as the residents of the city center have heard threats of raids against the residents by members of the Public Forces, as well as the same threat represented by the deployment of Army troops in the city center.
The communities of Sur de Bolívar demand to the National Government:
Respond to the crime committed against our leader Alejandro Uribe Chacon, carried out by the Air Defense Battalion Nueva Granada on September 19, 2006, in the town of Culebras in the municipality of Arenal and that there should therefore be truth, justice and compensation to his family and to the communities to whom Alejandro belonged.
That the President order the immediate withdrawal of Military Forces from the region, who are spreading terror in the south of Bolívar.
That the territory of Sur de Bolívar be recognized as the property of the agromining communities who have been living and working in the mines and fields for many years.
Given the context of stigmatization against the Sur de Bolívar, and the Associations and Groups of Communal Action that make up the region, that a public declaration be issued immediately recognizing the legality and legitimacy of their actions.
That the pretensions of the multinational mining firm Kedahda to gain power and control by illegal means be definatively rejected.
We ask the international and national community and international organizations of the United National for support and solidarity:
Denouncing openly these acts and urging that the Colombian authorities be held accountable for these actions and those responsible be punished.
Generating fact-finding missions and accompanying the communities of Sur de Bolívar, who are being systematically affected by these actions in the region.
That the United Nations High Commision on Refugees, the Red Cross International and the Coordinating Office of the United Nations for Humanitarian Affairs become involved, given that at this time there are more than 1300 persons subject to forced displacement, and that they intervene with utmost urgency, with the goal of giving attention to those who are still in the city of Santa Rosa (Bolívar).

Colombian miners demand justice after assassination

After months of aggressive intimidation, including some killings, 1300 miners, their families and other residents of Colombia's Southern Bolivar region are in a tense standoff with civilian and military authorities, Christian peacemakers in the region report.
The act that turned simmering discontent into organized protest was the assassination on September 19 of Alejandro Uribe, a community leader and father of two.
In a public statement, the Diocese of Magangue called Alejandro's murder the "culmination of a disturbing chain of attacks, blockades, threats and other assassinations that, according to the population of the area, unfortunately are being committed by members of the Nueva Granada Battalion [of the 5th Brigade] of the Colombian Army." Local residents claim the militarization is part of a campaign designed to intimidate and force people off their land in order to make room for the multinational company Anglo Gold Ashanti and its Colombian affiliate, Kedahda S.A.
The day after Uribe's murder, frightened area residents gathered in the village of San Luquitas to discuss a response to the situation. They decided to converge on the regional seat of government, Santa Rosa del Sur, to demand that the government investigate Alejandro's death and respond to ongoing military abuses against civilians in the area. Approximately 1300 had arrived by September 26.
Those gathered organized a peaceful candlelight march through the town the evening of September 24, ending at the central plaza. Members of each of the sixteen communities paid homage to Alejandro and other disappeared and assassinated community leaders and pledged to keep their spirits alive by continuing the nonviolent struggle for justice.
The morning of September 26, the communities—along with representatives of the Catholic Church and local, national and international human rights and humanitarian organizations, including Christian Peacemaker Teams — were gathered for a long-awaited meeting with national government authorities about the situation in Southern Bolivar.
The main condition the communities placed on the meeting was that it should take place with civilian authorities only and without the presence of military. Upon arrival, both military and government authorities insisted on the presence of military authorities in the meeting. In response, the people once again marched through the streets demanding justice. They then occupied the central plaza, and the government officials left without a dialogue.
Negotiations continue in order to arrange a meeting between the communities and civilian authorities in the near future.
As of Wednesday, the communities had decided to stay in Santa Rosa until they got a meeting rather than return to their homes to face intimidation and threats against their lives.
COLOMBIAN GOVERNMENT PRESSURISED BY MINING MULTINATIONALS DECIDES TO SUSPEND THE PROTECTIVE MEASURES GIVEN TO THE PRESIDENT OF SINTRAMINERCOL, FRANCISCO RAMIREZ CUELLAR.
THE UNDERSIGNED TRADE UNIONS, HUMAN RIGHTS AND SOCIAL ORGANISATIONS REJECT THE SUSPENSION OF THE SECURITY MEASURES AGREED WITH THE COLOMBIAN GOVERNMENT IN ACCORDANCE WITH THE CAUTIONARY MEASURES DECREED BY THE INTER-AMERICAN COMISSION OF HUMAN RIGHTS IN ORDER TO PROTECT THE PHYSICAL INTEGRITY AND LIFE OF THE PRESIDENT OF SINTRAMINERCOL.
FACTS:
Sintraminercol is a company based union affiliated to the CUT which has lead the fight for 16 years in defence of the mining resources of Colombia, carrying out activities in support of the small scale mining communities, black, indigenous and white communities that live off the small and medium scale mining in their regions. It has also denounced the imposition of a mining - energy model under the auspices of multi lateral organisations, transnationals, the Colombian government and the governments of the so called developed countries whose application has left behind the violation of national sovereignty, human rights violations ( selective killings, massacres, forced displacement), hunger and misery for the people who inhabit these regions.
The government of Álvaro Uribe Vélez ordered the liquidation of the state mining company MINERCOL LTDA through decree 2554 of 28th of January 2004 in appliance of the Mining Code, which was drawn up by the lawyers of the multinationals HOLCIM, CEMEX and Ladrillera Santafé, the latter being a company owned by the family of the ex president of Colombia Andrés Pastrana.
At the same time as the liquidation there was an increase in the tailing, filming, taping and harassments of the members of the National Ctte, a bomb attack on the union headquarters and also an attack on the life of the president of Sintraminercol. Also the Fuero Sindicales were removed (a legal protection which prevents trade union representatives from being sacked), workers were fired and the workers who opposed the liquidation of the company were threatened.
The Inter-American Commission on Human Rights decreed cautionary measures to be taken in favour of Francisco Ramírez Cuellar due to high risks related to his trade union activity; the attack he suffered in October 2004 and the ongoing threats against his life and physical integrity. The protective measures accorded with the Colombian government consisted of a hard protection scheme with two bodyguards, radio communication, automatic weapons (which were never handed over), bulletproof vests and an armour-plated car.
In 2000 the company Minercol Ltda in accordance with the collective agreement handed over a car to transport Francisco Ramírez in.
5. In the months of April and May 2006 Francisco Ramírez Cuellar in his capacity as an advisor to Funtraminergetica took part in the negotiations around the strike by the workers in Drummond; at the same time he has played an important role in suing this multinational in the USA and was behind the decision by the Danish government to suspend the importation of coal until the murder of three trade unionists affiliated to Sintraminergetica-Funtraminergetica was cleared up.
When the strike was over in the two mining companies, the reprisals weren't long in coming.
a) Attacks and threats against the leaders of Sintraminergética in the city of Valledupar (dept of Cesar).
b) A further increase in threats, tailings, harassments, spying on the union office and the house of Francisco Ramírez.
c) The management of Minercol Ltda represented by Eduardo Arce Caicedo - Liquidator - and Mrs Monica Illigde - Administrative Coordinator withdrew the protective vehicle and the petrol that they had supplied weekly to Francisco Ramírez.
d) The radio service of the bodyguards was suspended.
e) On the 5th of October 2006 the Administrative Department of Security (DAS) through a written letter signed by Omar Quintero informed Francisco Ramírez Cuellar of the decision by the Colombian government to withdraw his armour plated vehicle and give him a vehicle without armour plating leaving him at the mercy of any attack.
In is noteworthy that recently the DAS carried out a ten minute "security study" which concluded that level of risk was low. Furthermore such studies which have concluded that the risk was medium or low level have been carried out on trade unionists who were murdered days after their security measures were withdrawn or denied.
Requests:
That the Colombian State comply with the protective measures awarded in favour of Francisco Ramírez Cuellar in compliance with the cautionary measures conceded by the Inter-American Commission on Human Rights and consequently order that:
a) The armour-plated vehicle assigned to Francisco Ramírez for his security in his capacity as president of Sintraminercol be maintained.
b) The bodyguards be given automatic weapons and radio communication.
c) Order the company Minercol Ltda to return the vehicle assigned in compliance with the collective agreement signed between the workers and the workers union Sintraminercol.
d) Afford the necessary guarantees to Francisco Ramírez Cuellar to carry out his trade union activity freely.
e) Stop any order to carry out an attack on the life of Francisco Ramírez Cuellar, president of Sintraminercol.
To the representatives of the multinational companies that exploit the mining resources of Colombia, the "Aid Agencies" of the governments of Canada and the USA that they bring and end to their policy of aggression against the trade unions and their policy of destroying the social fabric of our nation.
To the International Community; that it demand of the Colombian government and the multinationals that they stop their genocide of the trade union movement, end the impunity in which these crimes remain and that they respect workers rights.

Ejército desplaza a más de 2300 campesinos en el Sur De Bolívar

Las comunidades agromineras del sur de Bolívar, queremos dar a conocer a la opinión pública nacional e internacional las razones que nos han llevado a desplazarnos forzadamente de nuestras veredas hacia la cabecera municipal de Santa Rosa: ? Nuestras comunidades han trabajado y vivido en la región, subsistiendo de la minería y la agricultura desde hace varias generaciones.
Las comunidades agromineras del sur de Bolívar, queremos dar a conocer a la opinión pública nacional e internacional las razones que nos han llevado a desplazarnos forzadamente de nuestras veredas hacia la cabecera municipal de Santa Rosa:
Nuestras comunidades han trabajado y vivido en la región, subsistiendo de la minería y la agricultura desde hace varias generaciones. Hace 10 años, multinacionales del sector minero, motivadas por la gran riqueza de la región, han querido usurpar nuestro territorio, desarrollando a lo largo de los años la misma estrategia a través del asesinato, el terror, el saqueo, etc. apoyadas por el Estado y el paramilitarismo.
Esta estrategia pasa desde hace varios meses a través de la militarización total de la region desarrollando un operativo militar que ha generado la zozobra entre los pobladores, violando los derechos humanos y el derecho internacional humanitario, en aras de desplazar a quienes legítimamente vivimos en esta región y para dejar en las manos de las multinacionales nuestro territorio.
El pasado martes 19 de septiembre miembros del batallón de artillería "Nueva Granada", al mando del Coronel Romero han asesinado vilmente a nuestro líder agrominero ALEJANDRO URIBE, distinguido y reconocido en el sector minero, haciéndolo pasar como un integrante de grupos armados de oposición, con el afán de reportar "positivos", en el marco de la política de "Seguridad democrática".
En toda la región las comunidades reportan la misma situación de actuación abusiva de la tropa: detenciones arbitrarias, hurtos y saqueos, amenazas, quema de caseríos, ejecuciones extrajudiciales, participación en los operativos de integrantes de grupos paramilitares y de reinsertados de la guerrilla, a los cuales viene atribuido el papel de estigmatizar y atemorizar a los miembros de las comunidades.
Hemos tenido conocimiento que personal del Batallón Antiaéreo Nueva Granada que participó en este crimen, se apropio de documentos de la Federación Agrominera del Sur de Bolívar y Asociaciones que la conforman, los cuales llevaba consigo Alejandro Uribe, donde aparecen relacionados los nombres de varios de sus integrantes. Esta situación plantea preocupación frente a los derechos a la vida, integridad y libertad de quienes aparecen allí mencionados.
Precisamos la información difundida el pasado 20 de septiembre de 2006, en donde se manifestó que campesinos de la región encontraron en el camino la ropa de nuestro líder Alejandro Uribe. Sobre el particular manifestamos que ello obedeció a la premura de los hechos, que en un principio nos hizo suponer que prendas de vestir halladas por campesinos de la región, correspondían a las de Alejandro.
A raíz de esta situación las comunidades del sector minero nos hemos desplazado desde el mismo martes 19 de septiembre a la vereda San Luquitas para buscar colectivamente la respuesta y la solución a esta grave situación. El día 22 de septiembre decidimos desplazarnos a la cabecera municipal del municipio de Santa Rosa del Sur dada la persistente violación a los derechos humanos en la región y el riesgo para la vida, integridad y libertad de quienes allí residimos.
Hoy 25 de septiembre la situación que se presenta en Santa Rosa es la siguiente:
- Hay aproximadamente 1.300 pobladores mineros concentrados en el casco urbano.
- Las comunidades reunidas en Santa Rosa, así mismo los pobladores del mismo casco urbano han escuchado desde miembros de la fuerza Pública amenazas hacia el desplazamiento de las comunidades, además de la misma amenaza que representa el despliegue militar dispuesto por el Ejército en el casco urbano.
Las comunidades del Sur de Bolívar Exigimos del gobierno nacional:
1. Que responda por el crimen cometido contra nuestro líder ALEJANDRO URIBE CHACON, cometido por el Batallón Antiaéreo Nueva Granada de Brigada en hechos ocurridos el 19 de septiembre de 2006 en la vereda las Culebras del municipio de Arenal y en consecuencia haya verdad, justicia y reparación a sus familiares y a las comunidades a las que Alejandro pertenecía.
2. Que el presidente de ordene el retiro inmediato de las Fuerzas Militares de la región, las que viene sembrando terror en el sur de Bolívar.
3. Que se reconozca el territorio del Sur de Bolívar como propiedad de las comunidades agromineras que desde hace tiempo vienen viviendo y trabajando las minas y el campo.
4. Dado el contexto de estigmatización en contra de del Sur de Bolívar, las Asociaciones que la conforman y las Juntas de Acción Comunal, se emita una declaración pública donde se reconozca la legalidad y legitimidad de sus actuaciones.
5. Que se rechacen definitivamente las pretensiones de la multinacional Kedahda de apoderarse por medios legales e ilegales del territorio.
Solicitamos apoyo y solidaridad a la comunidad nacional e internacional y organismos del sistema de Naciones Unidas:
1. Denunciando abiertamente estos hechos y exigiendo a las autoridades colombianas, sean esclarecidos los mismos y sus responsables castigados.
2. Generando misiones de verificación y acompañamiento a las comunidades del Sur de Bolívar, quienes vienen siendo sistemáticamente afectadas ante la acción de Pública en la región.
3. A del Alto Comisionado de Naciones Unidas para Refugiados, Cruz Roja Internacional y Oficina Coordinadora de Naciones Unidas para Asuntos Humanitarios dada la situación en que se encuentran las más de 1.300 personas objeto de desplazamiento forzado, intervenir con la mayor URGENCIA, a fin de dar atención a quienes permanecen en el municipio de Santa Rosa (Bolívar).

COMUNICADO A LA OPINIÓN PÚBLICA NACIONAL E INTERNACIONAL
El Obispo de la Diócesis de Magangué, Departamento de Bolívar - COLOMBIA, Monseñor Jorge Leonardo Gómez Serna, unido a todo su clero, y a las comunidades parroquiales, rechazan, lamentan y denuncian la muerte violenta del joven ALEJANDRO URIBE, líder y Presidente de la Junta de Acción Comunal de la vereda Mina Gallo (Municipio de Morales) y miembro de la Federación Agrominera del Sur de Bolívar - FEDEAGROMISBOL- , ocurrida el 19 de septiembre de 2006, aproximadamente a las 14 horas en la vereda Las Culebras, jurisdicción del Municipio de Montecristo, Departamento de Bolívar, según versiones de la comunidad, por parte de soldados pertenecientes al Batallón Nueva Granada al mando del Capitán Blanco, cumpliendo órdenes de Benjamín Palomino Capitán Oficial de Operaciones de dicho Batallón.
El líder ALEJANDRO URIBE participó el 8 de septiembre de 2006 en la Asamblea de Preaudiencia para el Tribunal Permanente de los Pueblos, que se realizará el 11 y 12 de noviembre del presente año en la ciudad de Medellín. En ese evento participaron la Defensoría del Pueblo y Organizaciones de Derechos Humanos. Allí se trató el tema Medio Ambiente y las Multinacionales, y se expusieron públicamente los abusos de las Fuerzas Militares de Colombia en contra de la población civil, con el propósito de posibilitar la entrada a la región de la Multinacional KEDAHDA S.A. filial de la ANGLO GOLD ASHANTI.
La muerte del líder mencionado se suma a una preocupante cadena de atentados, bloqueos, amenazas y otros asesinatos que según versiones de los habitantes de la zona lamentablemente están siendo cometidos por miembros del Batallón Nueva Granada, del Ejército de Colombia.
Estos hechos han llevado al desplazamiento forzoso de todo el sector minero que ha llegado a la fecha al sitio conocido como La Ye, jurisdicción del Municipio de Santa Rosa del Sur, Departamento de Bolívar. Esto se repite constantemente, sin que las autoridades hayan logrado investigar, esclarecer y socializar la verdad, por lo cual crece la desconfianza de los mineros y campesinos en la política de seguridad democrática, pues son preocupantes las ejecuciones extrajudiciales, torturas y trato cruel e inhumano a los ciudadanos que se están presentando desde que está haciendo presencia el Ejército Nacional en la zona, lo que se opone al respeto y garantía de los derechos humanos de la población civil que es responsabilidad del Estado.
Como Pastores y comunidades parroquiales solicitamos:
Al Gobierno Nacional:
1. Que los hechos mencionados, en especial el asesinato del líder comunitario Alejandro Uribe, sean investigados seriamente por la justicia ordinaria, el Ministerio Público y la Fiscalía, por considerar que es una violación al derecho a la vida como don sagrado y al derecho a la organización, autonomía y convivencia pacífica de las comunidades.
2. Reconsiderar la política de explotación irracional de los recursos naturales de la región del Sur de Bolívar y contener la presión de compra masiva de tierras de los campesinos por empresarios, políticos y extranjeros con claros intereses económicos que están ocasionando desplazamientos, desarraigo, desintegración familiar y comunitaria y temor en la población.
3. Asumir una postura ética y política frente a la inequitativa tenencia de la tierra en la región, desarrollar un proyecto piloto de reforma agraria y resarcimiento de derechos de la población desplazada que perdió el derecho a la posesión y a la propiedad de sus tierras en el Sur de Bolívar.
4. Crear las condiciones necesarias para retomar la salida política a la solución de los conflictos en el Sur de Bolívar. La creación de políticas públicas que favorezcan la paz y la viabilidad de los derechos humanos, como también constituir un equipo regional de paz que facilite y acelere los consensos entre el gobierno y los grupos insurgentes y la sociedad civil, como camino hacia la construcción de la paz, que paren las cuotas de muerte que aportan los campesinos y mineros de esta región quienes mantienen la esperanza que en el segundo mandato que comienza el presidente Uribe tenga cabida la paz, como lo han manifestado reiteradamente en los consejos comunales.
A los Actores Armados:
1. Solicitamos el respeto a la vida e integridad de las personas y comunidades.
2. La garantía del cumplimiento de las normas del derecho internacional humanitario.
3. El respeto a los procesos de paz y a los espacios humanitarios que como Diócesis hemos construido y fortalecido permanentemente con las comunidades.
A las Empresas Multinacionales:
1. Deponer la expropiación de las tierras a los campesinos que los desplazan y someten a la inseguridad, a la manipulación y a la incertidumbre.
2. Actuar con responsabilidad ética y social en la explotación de los recursos naturales.
A la Comunidad Internacional:
1. Realizar de inmediato una visita de verificación humanitaria a la zona.
2. Apoyar y acompañar en la observancia del cumplimiento del Derecho Internacional Humanitario y los Derechos Humanos en el Sur de Bolívar.
3. Establecer a partir de la situación estrategias de cabildeo e incidencia con los actores involucrados en estos hechos.
GOBIERNO COLOMBIANO PRESIONADO POR MULTINACIONALES MINERAS, DECIDE SUSPENDER MEDIDAS DE PROTECCIÓN AL PRESIDENTE DE SINTRAMINERCOL, FRANCISCO RAMÍREZ CUELLAR
LAS ORGANIZACIONES SINDICALES, SOCIALES Y DE DERECHOS HUMANOS ABAJO FIRMANTES, RECHAZAMOS LA SUSPENSIÓN DE MEDIDAS DE SEGURIDAD, ACORDADOS CON EL GOBIERNO COLOMBIANO EN APLICACIÓN DE LAS MEDIDAS CAUTELARES ORDENADAS POR LA COMISION INTERAMERICANA DE DERECHOS HUMANOS, PARA GARANTIZAR LA INTEGRIDAD PERSONAL Y LA VIDA DEL PRESIDENTE DE SINTRAMINERCOL
HECHOS:
1.- SINTRAMINERCOL es un sindicato de empresa, afiliado a la CUT que durante 16 años ha abanderado la defensa de los recursos mineros de Colombia, desplegando una fuerte actividad de apoyo a las comunidades de pequeños mineros, afrodescendientes, indígenas y mestizos que sobreviven de la pequeña y mediana minería en sus regiones; también ha denunciado la imposición de un modelo minero-energético agenciado por organismos multilaterales, Transnacionales, el Gobierno Colombiano y Gobiernos de los llamados países desarrollados, cuya implementación ha dejado como resultado violación a la soberanía nacional, violaciones a derechos humanos (asesinatos selectivos, masacres, desplazamiento forzados), hambre y miseria para la población que habita en esas regiones.
2.- En aplicación del Código de Minas -elaborado y reglamentado por abogados de las compañías multinacionales HOLCIM, CEMEX y Ladrillera Santafé, ésta última empresa perteneciente a la familia del expresidente Pastrana- el gobierno de Álvaro Uribe Vélez ordenó la liquidación de la compañía estatal minera MINERCOL LTDA, a través del Decreto 254 del 28 de Enero de 2004.
3.- De manera simultánea a la liquidación se intensificaron los seguimientos, las grabaciones, las filmaciones, los acosos a los miembros de la Junta Directiva, los atentados a la sede sindical y a la vida de Francisco E. Ramírez Cuellar, presidente de SINTRAMINERCOL, los levantamientos de fueros sindicales, los despidos ilegales y las amenazas contra los trabajadores que nos hemos opuesto a la liquidación de la empresa estatal minera.
4.- La Comisión Interamericana de Derechos Humanos decretó medidas cautelares a favor de FRANCISCO E. RAMÍREZ CUELLAR debido al alto riego de su actividad sindical, al atentado sufrido en Octubre de 2004 y a las amenazas permanentes contra su vida e integridad personal. Las medidas de protección pactadas con el gobierno nacional consistieron en un esquema de protección duro con dos escoltas, un radio de comunicación, armas automáticas (que nunca fueron entregadas), chaleco antibalas y un vehículo blindado. En el año 2000 la empresa Minercol Ltda. en aplicación de la convención colectiva entregó un vehículo para el transoporte de Francisco Ramírez.
5.- En los meses de abril y Mayo de 2006 Francisco E. Ramírez Cuellar en calidad de asesor de Funtraenergética participó en la negociación y huelga de los trabajadores de la compañía Drummond; así mismo ha jugado papel importante en la demanda contra esta multinacional en E.U. y al impulso de la decisión del gobierno Danés de suspender la importación de carbón, hasta que se aclare el asesinato de los tres sindicalistas afiliados a Sintramienergética-Funtraenergética.
Al terminar la huelga de los trabajadores en las dos compañías mineras, las represalias no se hicieron esperar: 1. Atentados y amenazas contra los dirigentes de Sintramienergética en la ciudad de Valledupar (Cesar) 2. Se incrementaron nuevamente las amenazas, seguimientos, hostigamientos, vigilancia a la sede sindical ya la casa de habitación de Francisco Ramírez. 3. La administración de Minercol Ltda. Representada en el señor EDUARDO ARCE CAICEDO -Gerente Liquidador- y la señora MONICA ILLIGDE -Coordinadora Administrativa- retiraron el vehículo de protección y la gasolina que se le proveía semanalmente a Francisco E. Ramírez Cuellar 4. El servicio de radio a los escoltas de Francisco E. Ramírez Cuellar fue suspendido 5. En el día de hoy, jueves 5 de Octubre de 2006, el Departamento Administrativo de Seguridad DAS mediante comunicación escrita firmada por el señor Omar Quintero le informó a Francisco E. Ramírez Cuellar la decisión del gobierno colombiano de quitarle el vehículo blindado y darle un vehículo sin blindaje, dejándolo a merced de cualquier atentado.
Es de resaltar que el DAS realizó hace poco tiempo un "estudio de seguridad" de 10 minutos, cuyo resultado arrojó nivel de riesgo bajo y además que estudios cuyos resultados han sido bajo o medio bajo, le fueron realizados a sindicalistas, a quienes asesinaron días después de retirarles o negarles las medidas de protección.
SOLICITUDES
Al Estado colombiano para que cumpla con las medidas de protección en favor de Francisco E. Ramírez Cuellar, en cumplimiento de las medidas cautelares concedidas por la Comisión Interamericana de Derechos Humanos, en consecuencia que se ordene: a) Mantener el vehículo blindado asignado para la seguridad de Francisco E. Ramírez Cuellar en su condición de presidente de Sintraminercol. b) Dotar de armas automáticas y radio de comunicación a los escoltas de Francisco E. Ramírez Cuellar. c) Ordenar a la empresa Minercol Ltda. devolver el vehículo asignado en cumplimiento de la Convención Colectiva de trabajo pactada entre ella y el sindicato de trabajadores mineros Sintraminercol. d) Brindar las garantías necesarias a Francisco E. Ramírez Cuellar para el libre ejercicio de la actividad sindical e) Detener cualquier orden de atentar contra la vida e integridad de Francisco E. Ramírez Cuellar, presidente de SINTRAMINERCOL.
A los representantes de las compañías multinacionales que explotan los recursos mineros en Colombia, a las agencias de "cooperación" de los gobiernos de Canadá y E.U. para que cesen su política de agresión a las organizaciones sindicales y de destrucción del tejido social de nuestra nación.
A la comunidad Internacional para que solicite al gobierno colombiano y a las multinacionales que paren el genocidio del movimiento sindical, la impunidad de estos crímenes y se respete los derechos laborales.
