EL AGUA DE MARACAIBO BAJO AMENAZA - MARACAIBO WATER UNDER THREAT

El estado Zulia es un estado bioregión. Su centro el Lago de Maracaibo, donde desembocan numerosos ríos que caen de las montañas que lo circundan. Las aguas provienen principalmente del suroeste, es decir de la sierra de Perijá, habitada por los pueblos indígenas Barí, Yukpa, Yanshituu o Japreria y Wayúu. Desde que se descubrió petróleo en el lago, esta bioregión ha sufrido una gran contaminación, trayendo como consecuencia cambios de tal magnitud que se ha dicho, con la aparición de la llamada mancha verde, que el lago pudiera convertirse en un gigantesco pantano.

The State of Zulia is a bioregion in itself. Lake Maracaibo is its centre, and into it a number of rivers flow down from the mountains which surround it. These waters come mainly from the south west, from the Perija mountains, which are inhabited by the Barí, Yukpa, Yanshituu or Japreria and Wayúu Indigenous Peoples. Ever since petroleum was discovered in the lake, this bioregion has suffered great contamination, bringing in consequence changes of such magnitude that it is said that with the appearance of the so called green stain, the lake could become a gigantic marsh.

Por si fuera poco, además del petróleo, las montañas contienen carbón. Desde hace varios años se está produciendo una destrucción masiva de la biósfera en la cuenca del río Guasare con la extracción de este mineral en un volumen de 8 millones de toneladas al año, que quieren incrementar hasta 36 millones con la explotación de otras concesiones carboníferas que afectarían las cuencas de los ríos Maché, Cachirí y Socuy que alimentan las represas de Manuelote y Tulé de donde proviene el agua que beben los habitantes de Maracaibo. Las concesiones están aprobadas, y sólo falta el permiso del Ministerio del Ambiente para la construcción de Puerto América, uno de los puertos por donde se exportará el carbón, sin importar desplazar para el 2005 las comunidades indígenas Wayúu que habitan la zona y sin informar adecuadamente las poblaciones que dependen de esta agua, violentándose así la participación democrática y los principios de desarrollo endógeno.

As if this were not enough, in addition to petroleum, the mountains contain coal. For several years massive destruction of the biosphere in the basin of the Guasare river has been occurring as a result of the extraction of 8 million tonnes of coal per year. The mining companies want to increase this to 36 million tonnes per year through the operation of other coal concessions that would affect the river basins of the Maché, Cachirí and Socuy. These rivers feed the Manuelote and Tulé reservoirs, from which the inhabitants of Maracaibo obtain their water. The concessions have been approved, and all that is lacking is the permission of the Environment Ministry for the construction of Puerto America, one of the ports from which the coal will be exported, without taking into account the displacement of the Wayúu indigenous communities that inhabit the area and without adequately informing the people that depend on this water, thereby violating the principles of democratic participation and self-controlled development.

La consciencia y el sentido común deberán movilizar la opinión pública para conjurar esta amenaza que pretende acabar con el agua para sacar carbón.

Conscience and common sense must move public opinion to oppose this threat to remove the water supply in order to extract coal.
